My external hard drive is Apple formatted, so why doesn't it work? My Photos database file is gigantic so I'd like to put it on an external HDD :(

What (exactly) is the format? As stated in the info page for the drive. Do you have ignore ownership checkbox checked? Is the drive also used for time machine?
How is it connected to your mac? USB? Thunderbolt? Ethernet? Wifi?
Are you using iCloud photos? And how big is the library?

Actually, I started getting this error message again even after copying the database file back to my internal SSD :((
