IF you synced them to icloud it is gone.

If you didn't sync but backup to icloud then restore from your icloud backuip.

If you’re using iCloud photo and emptied recently deleted, or it has been more than 30 days since you deleted them, they are gone. Unless you made your own independent backup of them somewhere they are not recoverable from iCloud photo.
