How can iPad mini 2 be upgraded to iso 15

And also the latest security updates, it appears that your iPad can only be updated to IOS 12.5.5 as per the following link:

https://support.apple.com/en-au/HT201222

Therefore, unfortunately, your iPad will not be able to be updated any further.

It can't. Apple couldn't get it to work at a reasonable speed if at all on units with less than 2GB of RAM.
