I bought a watch on Facebook market place and when I went to pair the watch the previous owner didn’t unpair it from their phone and I can no longer get in contact with said owner. Is there any way I can impair it without them doing it on their end?

Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down as a bad experience.
