To clarify, it sounds like this device is managed by an institution, or otherwise has a Mobile Device Management profile installed. Is that correct? If so, have you tried getting in touch with the administrator yet?
Install a configuration profile on your iPhone or iPad
If the iPad isn't owned by a company or institution, try ruling out a network connectivity issue. For instance, are you able to connect the device to either cellular data or to another reliable Wi-Fi network to see if the message reappears?
From there, check to see if restarting the device helps. This might sound simple, but it can resolve some unique issues. Here's how:
