How do I set up a new custom email in icloud? I was able to do that easily in the past, but now with my new Mac and new iPad and phone, I'm not seeing this anywhere. It tells me to "learn more" but gives no link regarding email accounts!

Check this.Set up iCloud for Mail on all your devices - Apple Support When in iCloud in system preferences. If you check the mail box on the right , it should open a link to add an iCloud email.
No, this isn't helpful. You used to just go to link where you could add and subtract aliases. That is nowhere to be found at the same time that they are giving this lengthy "create custom email" blather. None of it actually links to a place where you can DO it.
