Cannot add a card to Wallet in child account.

On my daughter's iPhone, I'm not able to add a card to Apple's Wallet.

The error says "Payment cards are not supported for this account".


She is 14 (and on the Apple site, there is information that Apple Pay is enabled for 13 and above so it should work). I'm even willing to remove her account from the family sharing or change her age to make it work but all of those options are disabled. What I can do to enable her to pay with a card? She has her own plastic card from a bank, it is perfectly legal for her to pay with a debit card but somehow she cannot do it with her phone? Where is the logic in that?


I don't want to make her log out and create a new account with a fake date because that way she will lose access to all sites that she logged with her current apple id.
