How do I use the money in my Apple balances from a GC to pay for monthly subscriptions I already have?

That happens automatically, except when there's a problem on the iTunes Store servers or the subscription was made from a Family Sharing subaccount without its own store credit. Note that you'll need to have a different payment method on file while subscribed.
