I tried to begin safe start, but now the computer will turn off when restarting….apple logo appears and it gets halfway rebooted then turns off.

I tried to begin safe start, but now the computer will turn off when restarting….apple logo appears and it gets halfway rebooted then turns off. I’ve tried reinstalling macOS, but can not connect to server. Any suggestions?
