My ipad says : iPad is disabled

We got a new ipad last year. Something happened in set up and we did not complete it. I am trying to get it set up but i get the message : Ipad is disabled , then underneath it you can choose connect to itunes

but when you choose it - nothing happens

Turn the iPad off before connecting to the computer and use the following instructions while connecting: If you forgot your iPad passcode - Apple Support
