Brand new Apple Watch series 1 won’t pair

Hello, my wife recently purchased a brand new series 1 Apple Watch. Issue is the watch will not pair to any of the iPhones in our household. Anytime I try and pair it, I get the error message “ software is up to date”, not exact but basically the watch OS is up to date ( version 3.2.3). But keeps insisting on updating. I tried with my wife’s phone on version 15, also tried to pair it to my daughters iPhone that’s running version 12.1.4. Can’t figure it out, tried many suggestions on here. Any help would be appreciated thanks.
