Two-factor authentication

I am not able to get Two-factor authentication. I have today security questions and the 2fa button do not appear in the phone settings. Also when logging in to the web to change security setting for my apple id I do not get the chanse to start it either since I do not have the option. (It all started with that I can not set up my Home app)
