Photos is stuck on "Restoring" on MacBook Pro

I recently updated to Monterey 12.1 and everything seemed to go well. Then, last week I went to open my photos all I got was a screen that said "Restoring..." showing 0% complete. Even after leaving that window open for days, it hasn't changed.


All of my photos are synched to iCloud from different devices. I can access my photos on iCloud and those other devices. But the MacBook Pro 13" is not moving on the "restore".


What do I do next to get it unstuck?
