Why cant my Bluetooth turn on? It keeps showing the loading sign for hours and it never stops

To start, be sure that your iOS is updated to the latest version iOS 15.3. Before you begin, please make sure you have a recent backup for the data in your iPhone in iCloud or your computer as described here: How to back up your iPhone, iPad, and iPod touch
