How do I update my iPad model ME196LL/A to the latest software?

I have an old iPad that I'm trying to use but it won't allow to download any application because it says I need to update to the newer software. However, when I go to settings and updates it states that it's already updated to the latest version which is 10.3.4. Can anyone help me?!
