Redeem Gift Card - Error 1004

I have two Apple gift cards, ones that can be redeemed on an iPhone. Every time I manually enter the code I receive Error 1004, screenshot below. How can this be remedied?

One card is from Phobio for selling an iPhone and the other was a gift. As the gift cards are unrelated, it is unlikely an issue on my end.
