I periodically check which apps/ settings on my phone are connected to my iCloud account, and Game Center seems to always toggle itself to "on". Every time I notice this, I unlink it from iCloud, but I'll check back a week or so later and it's back on. I never play games on my phone and cannot recall ever using Game Center in my life. Any ideas?

It sounds like Game Center keeps connecting even though you toggle it off.
Here's a resource on Game Center. Access your Apple Arcade gameplay data on all of your devices. If you go to Settings > Game Center and sign out, does it help? Do you have Game Center turned on or signed in for any other device? If so, try to sign out and turn it off there too.
