How am I retrieve deleted texts from my iPhone without having iCloud backup on

Unfortunately, messages are not recoverable. If it was a SMS "Text" and not iMessage, you might be able to get a copy from your cellular carrier if they retain your history.

"When you delete a message or conversation, you can't get it back. So make sure that you save important information from your messages."
