How to set server ports for email... my ISP wants port 995 for POP incoming and outgoing SMTP port 587
encryption is STARTTLS
Can't find in the iPad where to set that...

Presumably you are attempting to configure a POP3S mailbox - using the native Mail client?
POP3S (incoming mail server settings)
Settings > Mail > Accounts > [Your Mail Account] > [Account] > Advanced >
- Use SSL - set to ON
- Server Port - set to 993
SMTP (outgoing mail server settings)
Settings > Mail > Accounts > [Your Mail Account] > [Account] > SMTP > [Primary Server] >
- Server - set to ON
- Use SSL - set to ON
- Server Port - set to 465
