I ordered Airpods, Amex authorized the payment, but Apple "would not confirm the transaction." So after waiting several days, with no information, I do not have the equipment. What can I do now?

How can I get Apple to deliver the goods? I ordered Airpods, Amex authorized payment and Apple "would not confirm the transaction." I have no idea what that means, and got no notice from Apple that they were not going to deliver the equipment I ordered and tried to pay for. What the )(*&^%$ am I supposed to do now?
