Actually no. Apple doesn't specifically replace iPad batteries.
Wow. What a technicality that seems irrelevant to the question. As the article I cited states, Apple offers iPad battery service. If one submits an iPad to Apple requiring battery service, an equivalent iPad is returned with a functioning battery. The particulars of how that service is performed seem irrelevant.

It is relevant to some degree. Some people take a chance that an iPhone battery service is done on the same device without requiring a backup; my father took that chance and got his back with all the data like most customers do. But with an iPad battery service it needs to be backed up in order to restore the data. And as an exchange, the condition is important because certain flaws may render it ineligible, except for a full-priced service replacement. A similar flaw in an iPhone (like a deeply scratched display) might still be eligible for a same-device battery replacement.

A lot of customers go in for a battery service without understanding the details. Some complain when they have a new/refurb device in their hands but then realize that the data wasn't backed up, and that Apple isn't going to return the previous iPad to transfer the contents.

can I install battery myself?

Not in any way that Apple approves. They're starting a "Self Service" repair program that will include batteries, but it hasn't gotten off the ground yet and there aren't any details about how it's done. The current announcement is only for iPhones though and then Macs.

Apple announces Self Service Repair - Apple

As I noted earlier, Apple doesn't specifically replace iPad batteries in the same device to be returned to the customer. They only do complete replacements, and have standards for what they consider eligible for "battery replacements" depending on condition (where it's suitable to be refurbished with a new battery), or replaced at a higher price where there may be more intensive work or possibly requiring new parts. But the general idea is that Apple only "sells" batteries complete in a device.

As for whether or not it can be done, I'd say it depends on one's comfort level and whether the user is willing to deal with a device that Apple most likely will no longer provide hardware service. Apple would consider anything for an iPad other than a complete device swap to be "unauthorized" repair.
