I am locked out of my icloud sign in, it says the password is incorrect but it works on the laptop not my phone, it won't let me change my password either?? Called apple support with no solution.

The Apple ID is signed in Mac system preferences with correct password , but you have incorrect credentials with correct password and Apple ID to sign in with an iPhone .
