Anyone out there having problems with Bluetooth and WI-FI after upgrading to iOS 15.3?

If both Wi-Fi and Bluetooth stopped working at the same time on the iPhone, and the steps you took didn’t resolve the issue, it’s time to have it checked out by a service technician. Start here.

Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings

Have done that….did the turn off cellular/WI-FI and BT then power cycle the device… didn’t work, hard booted, didn’t work…
