"Touch ID not working with external monitor: I tried restarting, upgrading, etc. I looked through all of the preferences and settings but can't seem to figure out how to fix it. As soon as I unplug the monitor, it works just fine."

Resolution and Wattage are the Culprit:
If this is not operating when connected, then the resolution is not made to operate with your Mac, nor the macOS. If it is not 4K, and the wattage is just not right on, it may or may not work, depending on the video card. So, visit the manufacturer's site, looking for the User Manual, and view its compatibility. As an example of a monitor not working with a Mac, see my user tip (it has a fix: an adapter). My User Tip: Configuring a USB-C Only Mac with a 30-Inch Apple Cinema Display - User Tip
