Could you please share a screenshot with me about you are able to see when you try to check the device storage?

I have the same issue started after installing most recent iOS update.

I have freed up an additional space, Setting->General->About shows there is 12.5GB free

Restarting device DOES NOT fix the issue and there are no other apps running in the background.

Is it possible to uninstall an update without resetting phone?

I have the same issue. I did restart my iPhone but it didn’t fix.

Yes, I did. To make sure of it, I did twice. Waited for a few minutes to restart.
