I put my series 7 watch on the charger overnight. I assume it gets to a full charge and shuts off then the battery just lowers based on the charger being off. I can put it on the charger again and it will get to 100% after a while. How do you get to 100% charge over night if it shuts off charging at 100% and then hours go back with no charging?

It's most likely "optimized battery charging" which helps your battery not age as fast. I normally charge my watch until it gets to 80 to 90 percent and it lasts me the day with plenty of charge for me to sleep in it and then charge it the next morning. But if you want you can turn off "optimized battery charging" in battery settings on your watch. Just go to settings > battery health > then scroll down until you see "optimized battery charging" and you can switch it on or off. I hope you found this helpful and have a great rest of your day!

I charge my series 7 watch overnight and it gets to full charge then stops charging. When I wake up its at 95%, why?
