FIRST: Are there missed calls in Phone/Recents on the phone? If they are not the problem is in the network, because the calls aren’t getting to your phone. Contact your carrier:
If they are in Recents here’s what to check:
Try a forced restart.
• Press and quickly release the volume up button
• Press and quickly release the volume down button
• Press and hold the side button.
• When the Apple logo appears, release the button.

I tried your suggestions but it is not working. I forgot to mention that my iPhone is XS Max. When I hold the side button I am getting Siri. I assume that there should be another method that would work with my iPhone XS Max.

FIRST: Check the Mute switch on the left side of the phone. It should be towards the screen, and if you look at the switch you should not see an orange background in the switch.
If that isn’t the problem post back and I’ll post the long answer.

thanks for your patience and advice. After following your detailed steps, the phone still did not ring for incoming calls. I then went to my carrier and requested that they change the SIM card and my phone is now ringing for incoming calls.

Great, I’m glad its resolved. Another user (DShelbyD) had first suggested changing the SIM, I was initially skeptical, but it has worked now several times.
How can I get my iPhone to start ringing again?
You have to press the volume up and volume down buttons very quickly, if you do this correctly, it will work.
I was able to force start my phone based on your advice, but it still does not receive calls. All incoming calls go directly to voicemail.
Do you have do not disturb turned on?
No my do not disturb is off. Volume is up.
Contact your carrier and see if there is an issue on their end. If not, make an appointment at a Genius Bar to see if their is something wrong with your phone.
