Troubleshooting Getting a New Battery:
A. What to Tell Apple:
You'd have to wait until it gets to 79%. Tell app what has occurred, and how you have been using it since. Let them know if you have had the battery replaced by a third-party company. If this is not covered under AppleCare, then it may cost a few. Finally, let them know how you have troubleshot it thus far.
B. Apple Contact Info:
Why the Wait:
Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

No. The battery would be replaced under warranty ONLY if within the first year of ownership, Battery Health dips to 80% or less. If you have owned your phone more than a year, when it's time to get the battery replaced, it will be at your expense.
