iCloud Syncing

This problem with Mac Book Pro began with a conflict between IDs and making changes to storage. The ID situation was resolved, I think, with tech support. The reading list however still is not syncing with iPhone XR or iPad. To add insult to injury, this problem began in December around the 10th. I have restarted, turn off iCould and tried other stuff recommended and I am still watching 894 items to be downloaded. It was around 1,890 items. WTF?

Hi GHAR,

Thanks for reaching out to Apple Support Communities. It sounds like you're still having an issue with iCloud and syncing reading lists and downloading items. We'd like to get you in the right direction to assist.

Regarding the reading list issue, it looks like it was previously recommended to check some settings and reach out to Apple Support directly if the issue wasn't resolved. Safari Reading List not syncing between Mac Book Pro and iPad/iPhone

You can also view helpful information in the articles here: If your iCloud or Safari bookmarks aren’t syncing

Keep your Safari bookmarks, reading list, and tabs up to date with iCloud

If the 894 items are photos, were you able to complete my previous recommendations from your post here? Syncing

As you mentioned there were two Apple ID's being used, it's possible there's information synced and connected with one Apple ID that will not sync or move over unless you're signed into and using that account. With Photos, you could make a shared album and save the photos or videos you want. How to share albums in Photos on your iPhone, iPad, and Mac

Be sure to also double check you are using the correct iCloud account/Apple ID on both devices. Change your iCloud settings

Moreover, if you're unclear about the next steps to take or unsure if the Apple ID issue was really resolved reach back out to Apple Support directly to further assist.
