My girlfriends iPhone 11 Pro won’t update which I make the phone unusable do to the fact it needs to update to have service
Are you sure it isn't a carrier update?
Go through the various suggestions in the support article below but if they don't help, and your network carrier can't help, then contact Apple Support for further investigation.
