I own 3 CDs that aren't available on Apple Music so I ripped them and added one to my phone's storage just to see if it worked.
It instantly showed up in my library.
I added the other two and... nothing
They're in the same folder and they're the same format
Not sure what I'm missing here

Got it. Have you followed the manufacture of your device steps for syncing content from iTunes to your phone to make sure it is done properly?
Also, have you tried restarting your PC before attempting the sync again?

The CDs have been ripped through iTunes for Windows and there is plenty of room on the phone
