Have you already checked the Recently Deleted album, as described here?

And made sure, that iCloud Photos is enabled again, if you previously have been using iCloud?

If your photos are no longer in Recently Deleted, it will depend on your previous use of iCloud, if and how you can recover the photos.

How have you been using iCloud?

  • Have you made regularly iCloud backups of your iPhone?
  • Or have you been using iCloud Photos? Or both?

If you have not been using iCloud Photos, you can recover the photos from a backup of your iPhone you made, before the photos became deleted. You just have to restore the iPhone from the backup. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

But if iCloud Photos has been enabled, the device iCloud backup will not include the photos, and the photos have been deleted from iCloud as well. You will need a backup made on a computer. It may contain some of the photos.

If you are using iCloud Photos, you need to save your photos regularly on a computer to keep them save, because iCloud Photos excludes the photos from your device backups and you have no longer a backup of the photos. And any photo you delete from your iPhone will be deleted from iCloud as well. You have to be very very careful never to delete a photo permanently, that you want to keep.
