Can’t access my App Store account

How to fix the issue of my Apple account and iTunes has been disabled. Have tried putting in a new payment and it stills says “your has been disabled in The App Store and iTunes.

according to If a message says 'Your account has been disabled in the App Store and iTunes', you should contact Apple Support for help.
