Locked to the owner iPhone 13 Pro

I received an exchange phone from comcast but the phone is locked to the previous owner. I reached out but the previous owner is not helping and has not responded to my emails. I am trying to found out what I can do to unlock this phone and do a clean IOS install. It seems whatever I try the last step is always the old password. Can anyone help? Thanks in advance.
