I am following instructions found on a forum for HP printers. How do I know if Pacifist is a legit website?

Pacifist is a program that allows you to extract parts of an installer package.
The only way to verify the authenticity of a website would be to look it up in a DNS registration database.
Generally, a domain name that ends with .company.tld, then it is valid for "company."
TLD is top level domain, like com, org, edu, gov, co.uk, co.ca, etc. It is not guaranteed that "company" owns that domain, but the people who manage those things try to make sure it is not spoofed.
