Have you submitted feedback? As long as the notch exists, I don't think it's likely to happen but the more people who submit feedback, the more likely Apple is to consider it in future designs.
If you literally mean turn phone upside down and still have screen the right way up, that does not appear to be possible on an iPhone 12. It works with my iPad Air 3, so maybe it’s something about devices without home buttons.

That's correct. Phones with the "notch" don't rotate upside down.
Does not work with iPhone 12. Only with previous ones (iPhone 8 for instance). Send a feedback to Apple if you want the feature.

It seems to depend on the model of the phone. After suggested above, it probably it has to do with the "notch", the area at the top of the screen where the hardware for FaceID lives. Phones with the notch can't rotate. That would mean the iPhone X and later don't rotate.

iPads have that ability. iPhones don't.
iPhones with home buttons could rotate, but iPhones without a home button cannot. The reason is due to the notch, the thing on the top of the iPhone that has cameras and sensors.
The feature went away with introduction of iPhoneX. I think it went away because iPhoneX introduced a notch at the top, so the screen was no longer vertically symmetrical.
Hopefully the ability to rotate upside down will come back once Apple removes the notch from their design.
WATSOBJ, I don't think you are replying to me, but I will explain my response just in case:
I replied with a similar experience to yours, but then noticed that others had also and that the subsequent thread entries acknowledged that upside-down functionality was indeed a prior capability. Since there is no means to delete a post, I changed mine to "Please disregard" (my post) as I was contributing nothing.
All that said, I do think Apple's recommendation of an inaccurate post that claims that it was never a capability when clearly it was is questionable. On my iPhone 7+ running iOS 15.7, some apps support 180° rotation:
Google Maps, Chrome
SimpleNote
Microsoft Word, Outlook
VLC Remote
but not:
Apple Maps, Safari (ie. no Apple apps)
Snapchat
Google Assistant, Home
Netflix
I completely agree - it was a very useful feature when using the phone in the car to navigate (WAZE, Google Maps) while charging - flip the phone upside down in the cup holder and readability was greatly improved. Something I took for granted until the feature disappeared with the release of iOS16. Frustrating.
well. my mini 13 was rotating upside down and now it wont. i know because thats how i use maps, i put the phone wire side UP in my cupholder. so it WAS doing it, and not now... WHAT THE ****!!!
This… this post explains it. I used to use certain apps with the charger up so I could set the phone down without some books or other clutter holding the charging cable in place (damages the cord).
