Uninstall any security or VPN apps.
Check Date & Time is set to automatic in Settings, General.
Check Share Location is turned on in Settings, his name, Find My.
Force restart the phone

You say you "are sure" it is turned on in Cellular.
Can you find Settings, Cellular and confirm it please.
(mine shows Mobile Data as I am in UK)
After that use cellular to Google something on that phone.
