In that case I am stumped and will start clutching at straws.

In his phone...

Turn off Screen Time if it is on.

Uninstall any security or VPN apps.

Check Date & Time is set to automatic in Settings, General.

Check Share Location is turned on in Settings, his name, Find My.

Force restart the phone

One more thing, is his phone set up with your Apple ID or his own?
