find my phone doesn't work unless you are connected to wifi i am sure that it is enabled in celluar an that find my iphone is on

Turn off Screen Time if it is on.
Uninstall any security or VPN apps.
Check Date & Time is set to automatic in Settings, General.
Check Share Location is turned on in Settings, his name, Find My.
Force restart the phone

One more thing, is his phone set up with your Apple ID or his own?

You say you "are sure" it is turned on in Cellular.
Can you find Settings, Cellular and confirm it please.
(mine shows Mobile Data as I am in UK)

Have you lost your phone or is it simply a general statement?
It is my son phone and it is not lost but i am not able to access unless it is connected through wifi
After that use cellular to Google something on that phone.
