iCloud drive option missing in iPhone

Why doesn't icloud drive show up on my icloud settings screen? When I open the files app, it says to turn on icloud drive. Pressing the link takes me to the settings screen which shows my icloud storage, but there is no way to turn on icloud drive. It's a company phone, but the IT support person said it's not blocked. Any ideas?

Yes, I followed the instructions in that link. However, the bottom row that says iCloud Drive with the on/off button doesn't appear on my phone. At the top of the screen it says:


STORAGE

iCloud 3.5 MB of 5 GB used

a yellow circled followed by Docs in small text

Manage Storage >


And then a long list starting with Keychain, Private Relay (Beta), Hide My Email, etc. The last entry is Siri. Just below that is Look Me Up.
