photo in icloud photo but not found in iphone

hello

ihave old iphone xr i used icloud photo ( optimize iphone storage ) all photo stored in icloud photo

now i used new iphone 13 pro max i used transfer data dirct from old phone to new one

but when i browse photo in web icloud.com/photo i see photo found in icloud but in my new phone not found

yesterday i make icloud backup its finshed and checked photo the same problem

pls any one can help i want to keep all photo in icloud photo in my phone
