Large email with attachment stuck in outbox, continually trying to send, causing application issues. Unable to clear from outbox
iMac 21.5″, macOS 10.13
Disconnect from the Internet then remove the email from the outbox. While connected the email will try to send. While trying to send it can not be removed.

Then you are still connected to the Internet. You must disconnect so that the files are not in use.
Follow the advise from previous poster.
And / or take Email Account OFF Line
