Very few of my photos migrated? what do I do?

I just 'migrated' all my data from one mac to another, but very few of my photos migrated. What can I do?

MacBook Pro 14″, macOS 12.1

On the old mac were you using iCloud with optimise mac storage?

If so then the photos were stored in iCloud and not on your mac, which is why they have not migrated. If this is the case AND all your images are in iCloud the best way to proceed will be to sync a new empty library with iCloud.
