Then that’s why. But if you go to Settings/Wi-Fi and turn off Ask to join networks, then tap on Auto-join Hotspot and set it to Never, then tap the i next to each of the hotspots you don’t want to connect to and tap “forget this network” that will solve your connection problem.
Go to Settings/[your name]/Find My. Do you have Find My Network on? It requires Wi-Fi.

because I have poor wifi and use cell and hot spot a lot when wifi is on it may get on wife's hot spot and use her data
so if I turn wifi off then use my phone as hot spot, it looks like it turns wifi back on then if I quit using phone as hot spot it can then jump on my wife's devices...?
If you use your phone as a hotspot then Wi-Fi must be on. I didn’t understand that is what you want to do from your post.
