12pro max turns wifi back on despite turning off in "settings", not controller, and then hooks up to various hot spots in house

Then that’s why. But if you go to Settings/Wi-Fi and turn off Ask to join networks, then tap on Auto-join Hotspot and set it to Never, then tap the i next to each of the hotspots you don’t want to connect to and tap “forget this network” that will solve your connection problem.
