My career is AT&T and I am getting delayed voicemail delivery normally after 6 to 10 days. Contacted AT&T and they did trouble shoot and suggested this problem from iphone software and apple has to address this issue. AT&T has nothing to do this. My data is always ON.

Absolutely nothing to do with Apple, voicemail is a phone carrier feature, call or talk to someone higher up at T&T.
