Because Apple Pay services were unavailable. From Apple’s status page→https://www.apple.com/support/systemstatus/

It should be fixed now. Try restarting your phone→Restart your iPhone - Apple Support

Are you using a VPN connection?

Have you contacted Apple Card support?

What did support tell you. Are you using VPN with Wi-Fi, and do you have a VPN app or profile on your phone even if you aren’t using it?

I’m having this issue also. My Apple Pay wasn’t working today but the physical card I had worked fine. Then I removed and tried adding the card back to Apple Pay and it won’t let me. I’ve tried all the troubleshooting and it still doesn’t work.

I’m using Wi-Fi. Nothing has changed. It just all of a sudden isn’t working. And I’ve tried with support. So weird
