can't connect external monitor

to get a Mac display to become active, you need the Mac to query the display, and the display to answer with its name and capabilities. Otherwise, the display will not be shown as present, and no data will be sent to the display. "No signal detected" is generated by the DISPLAY, not by the Mac.
This query is only sent at certain times:
• at startup
• at wake from sleep — so momentarily sleeping and waking your Mac may work
• at insertion of the Mac-end of the display-cable, provided everything on that cable is ready-to-go
• on invoking Option-(Detect Display) button in Displays preferences (from another display)
some adapters are recognized too late to properly participate in this process at startup. Just use one of the other methods to invoke the query process again.

I have had the exact same experience I have two external displays a ThinkVision which still works after taking the 12.2 update and a Dell monitor that I now have to connect via HDMI. This was working before the update via usb-c but as soon as the update occurred I lost the dell.

Thank you for posting in Apple Support Communities. We understand you are no longer able to connect your external display to your MacBook Pro.
According to If your external display isn't detected or appears blurry on your Mac,
"Check your cable or adapter
Disconnect the cable from your external display from your Mac, then reconnect it. If the cable from your external display doesn't connect to the ports on your Mac, you can use a Thunderbolt 3 or USB-C adapter."

The Arrangement pane only appears AFTER an external display is recognized by responding to one of the methods I suggested above.
When the external display is not detected, there is no need for an Arrange pane, so it remains hidden.
