when i try to underline or highlight in the preview app it supports during the initial usage but then it struck and then the feature doesn't work please help me in resolving the issue or in proper usage of the feature.

Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
