On my iPhone under Settings --> iCloud, 536.1MB of 5GB used for iCloud storage.
When I select "Back Up Now", then it says "This iPhone cannot be backed up because there is not enough iCloud storage available."
If I'm only trying to back up 536.1MB out of 5GB space, why does it keep saying there is not enough storage available??

Based on your screenshot, the 531MB is what's already backed up in iCloud. the majority of that space looks to be taken up from Messages in iCloud. If your iPhone has more than 4.5 or so GB of content on it to back up, which it more than likely does, there won't be enough space to complete the backup. You can get a good idea of how much space you'll need by going to the actual iPhone storage page. You can find that in Settings > General > iPhone Storage.
