iPad mini (1st generation) locked

I tried to connect the iPad mini (1st gen, A1432) to the laptop running Windows 10 1909 via iTunes, but it produced an error saying:

iTunes could not connect to the iPad “xxxx’s iPad” because it is locked with a passcode. You must enter your passcode before it can be used with iTunes.

iPad mini (1st gen, A1432) has attempted to enter passcode incorrectly many times and so it is locked.

Any suggestions?

Not able to erase iPad 2 passcode while trying to erase my iPad2 passcode(as I forgot) as per the instruction given in Apple's website my iTunes say: iTunes could not connect to the iPad because it's locked with a passcode. You must enter passcode on the iPad before it can be used with iTunes

But I turned off iPad mini and restored.
