Apple stated they are not doing free repairs for series 5 watch due to power reserve issues

Has anyone had luck getting apple to fix series 5 watch with power reserve issues for free? I read a couple of online articles stating apple will fix for free if it’s a reserve issue? Does not power up only displays red bolt and time. have tried every solution I could find, but no luck. I spoke to an apple representative about it but he said they are not doing any free repairs for this issue. Thanks!
